A doll has fabric clothes and brushable hair.

An action figure is all plastic.

Of course, there are toys that don't fit in either category, and then you have to use your best judgment. It's no big deal, though.

Have you ever heard of the term "cast off"?

I have 3 cast off figures and i dress them in fabric clothes.
So are they dolls?

Plus if you want to make a custom doll, sometimes you buy the head and the body separately and the body doesnt even come with clothes. so then you need to buy clothes.

Cospa has a toyline called resinya, which are non-full body figures with molded hair that come with removable fabric clothing(tank top thingy underneath). the heads are removable and can be used on an obitsu body. since they come with fabric clothes, would they be dolls? and if they are, then would they be figures if you give it to someone without giving them the clothes?

Its possable to make a figure out of wood, and many other non-plastic matierials.

I guess it's because you can change a dolls clothing and has hair so it can be combed and action figures are made of a solid material ( totally plastic) and are posable. 3nodding

Resinya figures and queens blade revoltech have interchangable clothes.
megahouse dolls have molded hair, you cant brush it.
you can make non-plastic figures.
obitsu dolls are super posable.

traditionally people would think dolls were for girls because they were to dress up and comb hair over dolls.

action figures that have joints and movable poses were for boys.

It just depends on how you look at them, personally I was a tomboy and didn't play with dolls I preferred the action toys were you had them move with dolls they are restricted with their joints and don't move too much unless if you were talking about the ball jointed dolls.

nowadays you have action figures made for an anime nerd like me where there are figma's and nendoroids which can go to another whole subject that you're talking about.

some figures have removable clothes. plus some dolls have molded hair. some dolls are even more posable than action figures-like obitsu, for example. dolls dont need ball joints to be super posable.
