Has anyone else noticed the observer character?

There needs to be more of a story about her, since she has appeared in so many episodes...

Scarf-Tan is the girl in the left of he image above. She appears in the background of nearly every episode. She is never given a name or any info about her though, so the fandom has given her "Scarf-Tan". I'd love to hear her story though! I've seen many people cosplay her, and write fan fic about her. mrgreen
