Actually the director has said that if a person sees Kotetsu's and Barnaby's relationship as being romantic then they are correct, and that if a different person says they are just best friends, then they are also correct. It's pretty much border line shounen-ai because of the ambiguous relationship. So technically, every one in this thread is correct. They are a couple and they are just bros. See, everyone wins. (also it might have been said on the director's tumblr, or in a question and answer some place, but it has been said)
