Um... no. About 14 other tributes die before Rue.
They don't count, as they were not supporting characters. They had no character development, no impact on the plot, or the main characters, they were literally just there to die.
Of the supporting cast, it's always the black one that dies first.
And the other black character, Thresh, was the second to last to die.
And that makes Rue less dead, does it?
No, but if they died because of the color of their skin,
Oh no, I was referring to a popular trope, which is "of the supporting cast, the black guy dies first." If a black guy survives the first death, he isn't more likely than anyone else to die second. "Black guy dies first" only applies to the first death of a supporting cast member.

Truth be told, I didn't even pick up on the fact that Rue was black until the end of the first book/beginning of the second.
Neither did I. I just thought it was amusing that they casted a black actor for the movie's first supporting character death. It was pointed out to me afterwards that she was black in the book as well.

I sincerely doubt Suzanne Collins was like "I'm going to kill off the black chick first"
The trope is so frequently used in movies, that it's possible that's what was going on in her subconscious.
