If you mean Subforums, then your guild account needs to have at least 2500 Gold. You need to go into the Moderator Panel, click on "Edit Guild Forums", and buy a Subforum. Note that it is 2500 gold per subforum, meaning you need to have 2500 gold x the number of forums you are going to buy.
