Yes, but it's rather difficult in my opinion.

There is no "official" way to sell a guild, so what most people do is negotiate on a price, trade the gold, and appoint the buyer as captain.

No this is not 100% safe, but there isn't really another way (at least, not that I know of).

I say it's difficult because you have to first find someone who would want a used guild, go back and forth figuring out a price and a procedure, and you need to make sure the person is trustworthy so you don't get scammed.
