He doesn't look happy, and I think Sacha Baron Cohen's little stunt wasn't very funny. Very inappropriate and immature, in my opinion. This is an event where people put on their best clothes, and here Cohen is dumping stuff on Ryan's suit.
Felt like an awkward moment right after it happened, too. ._. Especially when security had to escort him away.

What in the world was he thinking?
Am I the only one who didn't find this funny, especially for this occasion?

I have no real opinion of Ryan. This was the first time I'd sat down and watched him in action, but I'll take your word for it. I can see why the act itself would be funny in your case, just for whom it was done to.

Ryan had to have known. The Oscars were kicking Cohen out if he came as the dictator, and suddenly he's allowed on, and he goes straight for Seacrest. What do you expect when Cohen walks up to you in character? He'll just say hello? Of course not. Whether or not Seacrest knew the ashes would be spilled on him or not, he knew something would happen.

Actually the oscars at last minute allowed Cohen to come. He had been banned completely before because he had said he was going to wear the outfit.
