I haven't got the time to read through the tutorials you posted, but they look promising 3nodding

Those look pretty promising! I may have to make room for my sewing machine again...

If you look on Simplicity's website under Costume they have some really cute dress patterns that can be easily modified to be a Loli-style staple.

You could also go to their pattern search page. I recommend looking for pattern numbers:
3635- 18th Cent. Undergarments, great corset and chemise patterns, and while I've seen better paniers this one has the advantage of coming in several lengths.
3637- 18th Cent. Costume, meant to go with the above. Again, I'm not fond of the paniers, but this one has great sleeves and can be shortened while still staying cute. You can also chuck the skirt on it entirely and switch it out for a gathered circle skirt if you're good at adjusting patterns.
4947- Capes, my fave cape pattern EVER. I've made several off of this pattern for pretty much every era you could think of and they all turn out wonderful. It's especially good in cotton velvet lined with fine wool for really cold nights.
5363- A bunch of fantasy costumes. I love this one for the Loli look- shorten the pants (D/E) and put in ties/elastic at the knee, then put it with pretty much any variation of the top and it's an awesome innocent Baby-Doll Loli outfit.

Any of the patterns in the Short & Sassy section of Costumes are great too, with fabric modifications... unless you WANT to look like a pirate, that is... but my favorite out of this section will always be pattern number 3685. I just LOVE the coat, and you can make it to match almost every outfit (although you might have trouble getting it on if your top has poofy sleeves since the coat sleeves are pretty tight at top).
