“It is with a heavy heart that I, President Campbell, announce the dismemberment of SPEAR in the United States of America. It has become clear in the last decade that, despite their many achievements in our society and in other territories across the world, these ‘superhumans’ are simply far too dangerous and destructive when provided with the US government’s support. We cannot afford to pay for their violence any longer. Those who were currently working with the SPEAR will be provided with financial support until they find themselves appropriate jobs and homes. Unfortunately, it must also be said that should any of these citizens who refer to themselves as ‘superheroes’ should continue to involve themselves in the matters of the government, police force and military, they will be apprehended and punished accordingly. As thankful as I am for their faithful service it must be said that we cannot place the United States and her interests in the hands of those who would not even trust us with their identities.”

SPEAR; Superhuman Protection, Espionage And Reconnaissance. It has been over six years since that name was last mentioned with so much as a tone of remorse and sympathy; nowadays it is the subject of abuse, laughter and heated debate. In the small yet filthy city of Belmont Bay, the acronym has no meaning whatsoever; the shockingly high crime rates and misery often causes the business of the government to be of little to no concern.

It may be of surprise then that many rejected members of SPEAR chose to reside in Belmont Bay then. Reasons vary between each of the superhumans; some wish to disband the crime rings and restore peace, while others want to become involved for the sake of revenge. Understandably, this influx of strangers has caused the city’s overall ‘reputation’ to worsen dramatically. The police, though mostly corrupt, have very little influence over the streets now. Robbery, murder, rape, kidnapping; the words are practically constant, lyrics to the repetitive, broken record player. And as of late, the words ‘outlawed supers’ have joined that never-ending mumble.

Although special taskforces are occasionally sent into Belmont Bay to arrest uncooperative heroes and villains alike, their attempts are very rarely successful. That’s not to say they aren’t memorable, or even concerning; many remaining members of SPEAR keep to themselves, reluctant to try and prevent the city’s worsening condition for fear of being reprimanded. Those who do follow their instinct and continue to battle, however, have been exhausted physically and mentally; they are simply outnumbered and outmatched.

But it is far too early to state that the city is beyond hope. A new and impressionable generation of supers are making themselves known through numerous though accidental incidents throughout Belmont. Though young and inexperienced it is fully possible that these youths will one day rebuild SPEAR … if the villains do not corrupt them first.

The time has come for the fate of superheroes and villains alike to be decided.
