voltaire has the power to give words physical power.
he can make a word like 'obey' make anyone do so.
the range is, however limited to the distance his voice travels ( so if he gets on a megaphone, it /can/ be amplified in range),
and if he overuses his voice, he can lose it for a couple of days.
