By the same argument, Toils of Night and Day, Stream of Consciousness, and Psychic Puppetry are useless as they're all Arcanes. The others are tap or untap target permanent, or shuffle cards back into the library.

Damped Thought is milling 4 cards off of an instant that can be imprinted on the Panoptic Mirror for cheap.
dampen thought and tome scour are your least effective mill cards. you can't assume the mirror will always be there, and without it they're usually gonna be one-shots for a minimal number of cards. dampen thought is a little better giving a few other arcane cards in the deck, but they're both weaker than other options. in fact, glimpse the unthinkable is in the edge of playability in the format, and then only because fetchlands and mana fixing are so popular. you need big numbers and repeatable effects. 4 or 5 at a time is weak sauce.
Painter's Servant is banned, just by the way.

Effective dec. 20th, so if you have this deck now it's ok.
However, Grindstone IS currently banned, and will be unbanned when PS is banned.

Alright, that would be why I didn't see why Painter's Servant isn't on the list. Come the 20th I'll switch out Painter's Servant for Grindstone, an easy switch.

Ajani: Seems good if you've got a token/swarm strategy.
Jace: The CA is undeniable, and his [+2] makes you appealing to leave around.
Liliana: Repeatable tutoring in a singleton deck seems good.
Chandra: Not so great. Her [+1] is awful and her [-X] just isn't gonna be good enough.
Garruk: Acceleration is fine in EDH, and the overrun is pretty good I guess.
Elspeth: The token making is just so irrelevant, and the angelic blessing is bad. Ultimate is nice.
Tezzeret: See Liliana and Garruk.
Nicol Bolas: Seems good.
Sarkhan: Not so good. Doesn't do anything relevant.
Ajani: If you try to build up to the ultimate, you'll get killed. If you don't... well, he's not that great.
well i built this bant edh deck, and i have an ajani goldmane, a jace, and a garruk, just wasnt sure if i should put them in or not. it has jenara and some solid exalted cards to pump my general, Jenara, asura of war, to deal massive damage.
I'd only play Jace in that deck.

oh, I forgot about those:
C. Ablaze: Clearly her ultimate is backbreaking in the format where searing wind is not just legal, but encouraged. The other two could be built around of course, but you do have to have enough red cards that aren't good enough to just cast on their own.
Nissa: Generally garbage? You could, though, build an elf deck with her and just gain tons of life, then s**t out your entire deck. Probably really good in the right deck.
Sorin: Like any good Mindslaver effect... He's pretty powerful. Oh, and the ability to cut an infinite-life opponent down to just 10 is huge. I'd rate this guy near the top. His [+2] might be ok too, but it matters a lot less in this format.

Even I think that Sorin and Magister Sphinx should be banned. Being able to effectively deal 30+ damage with one card is kinda ridiculous.
