I think you may be mixing up Command and Power Word: X some. Command compels you to do something that you're capable of, but might not otherwise do in the given circumstances.

Power Words on the other hand, inflict the condition of the word upon the target. Hearing Power Word: Blind makes you blind. Hearing Power Word: Stun renders you insensible; hearing Power Word: Kill makes you die.

So, yeah - Command: Silence (the target opts to make no noise) vs Power Word: Mute (the target is struck dumb).
