Alright!
Not too long ago, I poured over the Vampire multiclass PDF I got from the website. and found a nifty combo involving being a Half-elf, a Artificer, and cheating your way into being a vampire WITHOUT having to take the actual vampire multiclass feat, which reduces your healing surges too 2.
Half-elf has a feat that allows it to multiclass into the class it takes it's dilettante from (adept Dilettante) . which means you can take vampire feats after you do so.
one of which is Arcane vampire (or named something like that) that allows you, on hit with an arcane encounter power, gain a healing surge.
On any other class this would allow you to at most once per battle regain a surge.
But with Artificer, one man's surge, is every mans surge. 'cause even in 4th, there's only so many times you can be healed in a day, this trick could add a healthy number of extra heals per day.
it can make longer adventures less painful to the party.
It becomes entirely more effective if your entire party is Half-elves multiclassed by the same means.
question is, Over powered or just an awesome/nifty trick that can be pulled off as early as level 2?
(level 3 if your a Revenant instead)
