I converted Eldar, dark elves and dark eldar to be my quin and painted in really bright colors but the point value of the models were so out there that I only needed a few models ( their jet bikes were great since they had an invulnerable save ).

Well 2nd edition was very complicated and they wanted a younger generation to play...That is why not as many people play fantasy because it is harder to play. You have to worry about movement trays and formations, shooting rules are more complicated, strength lowers armor saves, adding up armor to see how much a unit has since you can go past 2+ but you always fail on a 1 and pass on a 6. Magic is harder then physic powers and you randomly get magic spells...........I could go on but Warhammer 40k is more simple since 3rd edition.

I believe I still have my 3rd edition book some where...I sold my 4th since I knew someone didn't know about the change. I don't know when they are going to change it this year so I will keep it for tournaments and my random casual games against my brother.

I have like 60 Skeletons, 5 Black Knights and 3 Vargheists to paint. I might buy the new Starter box for Vampire Counts or some blood knights...both cost about the same.

Well that would probably make the game a whole lot different. I wouldn't know where to start myself.
Here's an idea; keep the point-values the same for unit-cost, then increase the base values of each unit two-fold and add another two points to them to balance for the d20's. This will make armor saves more important and rolling a natural 20 will pretty much permit anything to make a successful hit. Also, this would give tanks normally with armor of 14 an armor value of 30. This is much more realistic as even tanks from WWII made small-arms look laughable, thus rockets and plasma weapons gain more value.
Of course, this will have to be play-tested and some values re-tweaked...
