Okay, I think I got it.

You get 1 boost for posting in this forum 5 times.
Under your post, the "Give Boost" button lets you give 1 of your boosts to someone else, who gets 2 boosts. So if someone gives you a boost, you get 2 boosts.
You "spend" these boosts on the event page to try to raise a team's power, mostly for achievements RIGs, I think.
