even so, running a game under 30fps isn't a pleasant experience.

It's not uncommon for Tera to drop to 10FPS for some people, and It drops below 30 for everyone at certain times. It's mainly an issue in huge battlegrounds, but there's little you can do to stop it.

Tera is boring. When it first came out it was good, when it was more than just a level grind game.
