Yeah, I see where it's pointing. I don't think that's what they were implying, and, honestly, you only really notice it if you're looking.

I took a ruler to that image and from a direct angle, it's actually pointing at the top of the leg. XD

Now you can be offended that Gaia doesn't have homeless(We have one homeless npc, not many)
and maybe that he's crazy (Mental facilities charge and he doesn't seem to have family. Give him some credit.), but he is in fact following body movement. The trash bin is too tall for him to just bend over, so half of him actually does need to balance to reach that far apple core or golden paper.
