what do i gotta do in order to be accepted for housing in towns 2 ?

If the rules of the game haven't been changed, nothing.
You only need to go to go to towns 2 one piers, then click on create neighborhood or ask someone else to add you to their neighborhood (But this one has been bugged since the beginning so probably it will be a bit troublesome if haven't been fixed)

Also there is another bug that tells you that you still do not have a house in towns but sometimes it get fixed by cleaning cache others you ought to report it to Bug and tech support so maybe a dev will see it and put a bit of love to it.
