...well, I wish I'd known all of this before. xD So Heremon's side quests won't count until I manage to finish it even though things were not clarified initially?

The rule that Sam is talking about to quote is "After you have finished the main event you can partake in the side events." and is indeed already posted in Event 1. This is not a change, it was posted when the event opened.
