A Noctowl with a Calm nature is the best thing to do.
IVs aren't important unless you're really competitive.
EVs, however, are. 248 HP / 8 Def / 252 SpD is recommended.
Roost is useful to keep him alive and Defog can remove any evasion and screen buffs you might come across. Roost is a TM, and is more reliable than Defog, which is an egg move.
Other moves should focus on Noctowl's Special Attack.
Psychic, Air Slash, Shadow Ball are all possible choices.
If you have Psychic and Shadow Ball, you may want a Hidden Ability Noctowl. They are found as Hoothoot in Friend Safaris.
If not, they are found on Route 20. In this instant, either regular ability is perfectly fine.
