It really depends on the context.

Is it culturally okay?

Did the two end up exploring their sexuality together as they grew up becuase their parents were ignorant, but also insisted they share a bedroom and they either didn't know any better or were too horny to care?

What kind of incest are we talking here?

Why are they having sex? Love, horniness, keeping property/money/royalty in the family? Consensual sex, but didn't know they were related? Something else entirely?

Just having two siblings knock boots, or mom and son have sex for author's shits and giggles doesn't really work. But it happens, and for many reasons. Some version of plausibility would make this a lot more palatable (unless you're just writing porn).

To OP: In A Game of Thrones, it was 'normal' for certain families, but not for the majority. Regardless, it certainly didn't stop me from reading the book. (Haven't gone any farther in the series yet, though.)

Whoa, that's crazy. I only read the very first part of the book, right up till she got married. I might have forgotten something or missed something that was revealed later. All I remember was her feeling betrayed at being married off and him pretty much groping her.

Unless I got her mixed with another character?

Anyway, the story is highly popular despite, goes to show that anything can do well if its presented correctly. 3nodding

I thought of Ursula Le Guin's The Left Hand of Darkness. It featured an alien culture perfectly okay with incest until children were produced from the union, at which point the relationship had to stop. One of the main characters was in love with their sibling, and it was portrayed as totally normal.

The book had a lot of problems, but being squeamish about the incest wasn't really one of them.

It would depend on the culture you were writing it in, but I wouldn't scratch that topic unless I was VERY sure how to write it. Incest is generally deemed an immoral act and the only way that Game of Thrones got away with it was that it was written exceedingly well and didn't focus on it too much.

One good thing to remember, even if it's acceptable in the society you're writing in, is that there's usually going to be a submissive and a dominant sibling and it isn't going to be a healthy relationship for one or both of the characters. Usually the submissive is doing it out of love for the other sibling and the dominant gets something out of it.
With Cersei and Jamie from GoT, Cersei is with her brother because it's as though being with herself; she wants power and by being with Jamie, she can get that.
Dani and her brother also had a semi-incestual relationship, though it was never culminated. Dani loved him for being her brother but he loved the fact that she was the one female in his life that he could control and abuse as he wished.

Before I would personally write a story that involved such a touchy and difficult subject, I would recommend doing research into the actual lives of people that have had such a thing happen, Stockholm syndrome, and the psychological dependencies and difficulties that they face.

Afterwards, decide if you're story really needs that kind of relationship or if you can go another way.
