SO!

How should I even start.

I was thinking like, just be camping outside the settlement walls, but I don't know if I should be close enough that I could spot people leaving, or further down the way and kind of catch on as people pass by.

Thought I'd bring it up, to make my introduction just that little bit smoother

Well my idea of the outside is that outside of the section there is a large tunnel system leading to the outside. As one would be leaving they come out into a semi open field. Grass burned away, rats roaming, simple things and your character could have some flares set up from moving around eventually finding her.
