Team rocket has giant robots, Super awesome theme parks, Casinos, and to top it off, they also created "the world's most powerful pokemon".
In creating the world's most powerful pokemon, the pokemon itself then perfected cloning technology and was possibly mere moments from destroying the world and recreating it in his own image. IE: A product of team rocket got just as close to the same goal as the entire team galactic organization...
Now that I think about it, Team rocket could probably dominate the world through technology given enough time. Never mind the need for super-pokemon. They made armor that can super focus psychic energy... They could probably refine it to work on humans. Cannon says that pokemon does have human psychics, so it's possible... Actually... isn't that like,t heir plan in the new pokemon series? Harness mass stores of energy for a global domination ploy rather than steal pokemon?...
