OP I completely agree with you. Sometimes I think we should bring back some of the Eugenics laws of the early 20th century. Not for racist purposes, but I think we can bring about a healthy brand of social darwinism by making sure abusive parents (most of whom have mental health issues) don't have children. Evolutionary psychology's rule of assortative mating also says that people who would be abusive (or otherwise defective) parents tend to mate with each other and have children. If we sterilize couples who show these characteristics, we might be able to do so some good.
Focusing solely on the biological aspects of abuse seems a little shortsighted to me actually, since there are almost always environmental factors that interact to cause the abusive behavior. Why sterilize and not just make them be put on lists similar to sex offenders so that they are forced to put their kids up for adoption until they have been rehabilitated (if they can be) to be able to care for children? Kids already go to foster care when their parents are abusive, after all.
