Where do project tickets come from?

I read a staff alert about project tickets that are set to expire soon (March 5th!) and I'm wondering where they come from.

(I'm sitting on a couple of rigs that I plan to sell in the future, and I don't know if they're involved with project tickets or not?
Been searching for a guide but I can't seen to find anything on the subject.)

They're in so may different RIGs & CIs it'd be hard to know. I don't think anyone has ever made a list.
