They advertise it like they are full outfits, but when I bought the set, I was disappointed only to find hairstyles. Am I missing something? Or is that all it is?

They always advertise gaia items on avatar's with other items to make the avatar's look complete, it's best to look for item thread list for the items to make sure you know what's in them if you are uncertain.
