need to know where to post up for help

i need someone to create for me a moving picture specifically a spotlight that moves yet i cant seem to find any forum where to get any help and google is no help as all there gif's are not moving so that doesnt help so thats why im hoping someone on here can tell me where to post up to get help

I'd probably try the Personalized Graphics subforum of the minishops. Maybe somebody there knows how to make what you want. Dunno how much they'll charge if they do know.

Look for Mini Shops on the main forums page. Personalized Graphics is a subforum in there.
