You'll need to have your picture online somewhere. You can't link straight from your computer. To do that use:
www.tinypic.com or
www.photobucket.com will upload your pic for you. photobucket is probably the better one. Sign up and get an account there (it's free) and then upload the picture from your computer (hit the browse button)
It will give you a url which you can use
Or, if your picture is already online, right-click it. Click on properties and copy the address.
After that, you'll need to go to your profile, then edit profile.
Scroll down to where it says 'Signature' and paste in the url, with the codes and before and after it, so that it looks something like this:

Save changes and that should do it. Please keep in mind your signature should be under 500 x 500 pixels. Mods can and will disable it on you if you make it over that.
