So, thanks to an issue brought up by another thread regarding the high chances of getting old fail CI items from new CIs, I had an idea that could help solve that issue (to a degree). In classic Gaia-style one of the reasons for including old items in new RIGs is that it means less work for the artists because they have to make fewer items but Gaia still makes money. Another reason is that certain past fail items are used in formulas for the new Alchemy system, and if they don't inject more of these items into the system then eventually the current supply will be depleted and it will no longer be possible to complete these recipes.
Another problem is that currently the Alchemy system is extremely unbalanced, even at low levels. This is currently the result of a lack of Alchemy components in the system (and by components I'm referring to any item used in Alchemy, not just ones that are "Alchemy Components"). And yes, more of the items are being put into the system, but very slowly which is keeping the prices at insane levels. Plus many are also being used up by the few you can actually afford to buy all the needed elements for a formula, and therefore reducing the supply that is already far to low.
Now my suggestion to sort-of solve both of these issues is to release a special Alchemy CI that contains old CI fail items (only ones used in alchemy), "Alchemy Components", and rare formulas. This way we get more of the items into the system, and Gaia still gets to make money without having to pay artists to create more items. I would also suggest that this CI would be sold at around 49GC-99CG and if they were to make this CI I would expect them to lower the rate of past fail item drops in new CIs (of course knowing Gaia they'd probably still be greedy and not do that emo .
It would be up to Gaia to balance the CI so that it makes it so prices for low-level Alchemy will be something that the majority of users can use, while high-level Alchemy will still only be something that dedicated, hard-working users can achieve. If it were made so everyone could easily make the backwings, then it would defeat the purpose of the system. Also, once the supply of these components becomes reasonable, then Gaia could remove the CI, or create new recipes that utilize other CI fails, and rotate a new batch of items into the Alchemy CI.
Edit: So apparently they did something similar while I wasn't active on Gaia and I did not know about that. Regardless, I still think that they should possibly do a new one since there are still huge imbalance problems with alchemy.
