I just spent $$ to get 3900 GC (Less than 5 minutes ago) .. and the Tier has not gone up from 0.

Is there a waiting period or something?
I've bought during the Tiers before and it happened instantly

You have to spend that GC on something during the promo period. Buying GC alone doesn't count.
