Yeah, there are dynamic IPs to consider and also... well, what if my sister did something? It's not exactly fair that I get banned for something she did.

Nor is it fair to all of Gaia to allow a porn-spammer to keep making account after account just because they have siblings who obey the rules.

Anyone can use a proxy and make gaia think they are from south korea or something.
