Pretty sure they're so strict with avatar-"nudity" is because someone who doesn't "get" anime-style (and lawyers looking for lawsuit opportunities rarely do) could argue that because of the big head and the SD body, avatars look like children - same with a lot of anime art.
That said,
a) Personally, I don't think that avatars look like children at all - they look like anime SD chibis obviously. But child pornography is something that is fortunately being taken very seriously by authorities, and it's not unlikely (especially since before Anime became mainstream in the mid/late 90s it was mainly known for hentai anyway, so a lot of older people still perceive it that way) that someone would go overzealous and cause a lot of drama for Gaia for above reason. Things like that have happened.
b) I completely agree with you: nudity is something natural and nothing bad at all, while gore and violence are... not so great. I'm European and it always boggles my mind how prude, yet accepting of violence American media/society in general is.
c) The rules and the extend of those is up to mods, and you'll find that one mod will judge a situation completely differently from another. I've seen people get warnings for posting completely innocent avatar art that didn't feature any suggestive post AT ALL - some mod must've been out to get his ratio done. It's also really questionable and ridiculous that Gaia release avatar items that, if drawn on a human body (be it anime style or realistic) wouldn't pass.
