Two weeks ago Empire City suffered a devastating nuclear explosion caused by a superhuman named Elyse. The city suffered extensive and massive damage, out of over 8 million citizens, superhuman and not, only 2 million have survived, and more are dying everyday from a variety of causes, ironically none of them radiation poisoning. The explosion was not as large as it could have been due to the efforts of a group called HERO and the powers of Troy Winter, who concentrated the blast into one point, thereby minimizing the damage and what could have been a city-wide radiation infection. Prior to the explosion, the city was placed under complete lockdown, all communication in and out of the city was cut off. The bridges leading in and out of the city were raised and locked, the subways were destroyed, any travel was cut off as well, leaving Empire City to suffer with the consequences of a battle between two opposing forces: HERO and TNT.
The Tactical Neutralization Team (TNT) was created little over 10 years ago by the four most powerful superhumans to ever live, simply called: The Leaders. The Leaders "control" the entire world, the entire world is aware they control the populations, but hardly anyone has anything to fear from them...unless you're superhuman. The TNT was created to control the superhuman population, while humans have little to worry about and are rarely ever killed by TNT actions, superhumans are targeted and killed daily, in droves to ensure the Leaders are never challenged by superhumans. Public reaction to the TNT is widely positive, due to their media correspondences who inform the population a superhuman death is a necessary cause, and due to the fact humans outweigh superhumans by a large margin.
Elyse, as mentioned to be the cause of the blast, was Empire City's TNT commander, simply put, she oversaw all actions the city's TNT did, prior to her takeover, Troy Winter was acting Regional Commander as the position is known. When Elyse took over, Troy was fired from his position, but alas, under TNT orders he was not to be killed, and he soon released a few fellow TNT members, and they met with a group called HERO, which would oppose the TNT's genocidal methods of killing superhumans. HERO and TNT clashed for the first time two weeks ago, with Elyse's wounds she released a nuclear blast, which Troy managed to keep from completely decimating the city, unfortunately or fortunately, however you look at it, Elyse was killed.
It's been two weeks since the nuclear explosion, Empire City is alone, without incoming supplies, help, for all the city knows, no one realizes that the city had suffered a tremendous explosion rocking it to the very core with no way in or out of the city. The only media coverage comes from within the city itself, and seems to only be reachable by those within the city. Half the city is without power, water and food are slowly becoming scarce, and people are rioting. Superhumans have yet to have been found out as the cause of the explosion, and so far the other TNT bases seem to be ignoring Empire City's loss of the TNT, it seems truly that those within the city are on their own.
However, a little while after the explosion occurred, Troy Winter infiltrated what was left of the TNT base, now a barren empty place with hardly any soldiers left alive, and had come to find out that the Leaders had purposely let Elyse explode, that the entire battle between HERO and the TNT had been planned, but for what purpose? What would the TNT gain from losing an entire city of TNT members? The answers have yet to be known, even Troy has yet to figure it out, but one thing is certain, this is only a smaller piece of the puzzle...
This is where you enter, as a survivor of the nuclear blast, likely superhuman yourself, you have to figure out where to go, how to survive, perhaps join HERO on their quest to end the TNT once and for all and allow superhumans to survive...but a new group has arrived in the wake of the city's TNT loss...LEGION, a group which desires nothing more than total destruction. Perhaps you belong with them, or perhaps you work better alone.
