After you defeat the Elite 4, you can move on to Kanto and fight those 8 Gyms. There's no other Elite 4 though.

I only ever need to overuse items if I'm still underleveled. But, Jhoto was SOO easy for me, I could pass the Elite 4 in the High 30s to low 40s. XD;; My Gold teams levels are 27-30, after 7 Gyms |

Silver has both gen 1 and gen 2 pokemon A LOT of pokemon thought are unobtainable like bulbasaur and a lot like pikachu aren't obtainable til Kanto. |
