Ranmaru and Mitsuhide were apparently like that in real life with each other, since it was allowed of the man who was entrusted to "teach the boy to be a man" and his highest ranking generals. You gotta think, Ranmaru's father was one of Nobunaga's top officers and friends with Mitsuhide, if I remember correctly.

They took out Pang De because he had no fanbase (or I'll say the smallest group of fans out of everyone in DW5). Xing Cai & Zuo Ci is because they were extremely unimportant in history? I mean, extremely? They probably felt that they could sacrifice them since they're newer and have small fanbases too, so they decided they aren't worth the redesigning. Why take out just Da Qiao and leave XQ? They felt that they didn't need to make both return, you can get their fanpwrzzzz thru only one. That's a given, but why XQ and not DQ? Sun Ce already has relations with the female SSX. So Zhou Yu get XQ rather than Sun Ce getting DQ. And the Qiaos having to do with Zhou Yu setting up Chi Bi could be another reason for XQ over Da Qiao. They also likely just didn't feel like redesigning DQ's personality if personality was the problem. Meng Huo and Zhu Rong...what else is there to say that hasn't already been said? They're in their own little group that isn't necessary to the main kingdoms' competition. I guess they figured that Shu's victories over the Nanman weren't as significant as their other victories shown in the game. And I could be wrong on this but the Nanman didn't really alter any of the 3 kingdoms' relations with each other, so, it could be sacrificed. Meng Huo and wife are omittable (if that's a word) without any MAJOR plot holes (they prolly just don't mention how Shu gets those areas or if they even do). As for Jiang Wei, that would be the toughest call for me. My only possible assumption is that he wasn't popular enough, that all the people who are bishy fans prefer Zhao Yun, Zhang He, Cao Pi, Zhou Yu, etc & that all the people who are strategist fans prefer Zhuge Liang, Sima Yi, etc & that all the people who are pupil fans prefer Lu Xun, Lu Meng, etc & that whatever other category Jiang Wei could possibly fit in, EVERYONE else was more popular at. That Jiang Wei was always at the bottom. So, they had another excuse just to make the game take less time to make or work on fixing other things by omitting him for being the least of the least.

Why in general get rid of anybody ever? To either leave fans waiting for an expansion that they include them in, or because they simply were a waste with little popularity/need, so no work on them would be needed.
