^^ not true, even small bubbles can cause air embolisms in capillary beds. Which will lead to death of the tissue supplied by those cappilaries.

Although air bubbles are terrible when injected into the bloodstream, and your statement about the bends is correct, the bends does not always kill you. So you small air bubbles are not always fatal, but they can be incredibly painful.
Decompression sickness turns from discomfort to psychological dysfunction when the bubbles appear in brain tissue. Sure it heals, but that's because your brain is usually clever enough to reroute signals around the damaged or destroyed parts.
It'll only kill you outright if it's particularly bad, but lasting sub-clinical brain damage? Yeah, could be. Raises your chances of developing a seizure disorder (see H.M. for an example of a minor injury leading to disability).
