I agree with that. However, don't think Chimps would be the ones to become civilised, though they do have the capability.

I think... GIANT SQUID. They have amazing brain capacities, except for the fact that they live a measly two years. If they lived longer, they would have SO taken over the world by now.

If you rule out the primates, about the only possibility for technology are octopi or squid.

Both have huge disadvantages, because of the whole "no underwater fire" thing.

The lizards would have.
We have been able to teach some primates to make and use basic tools out of stone. The primates have then been able to pass that on to other generations and some have even improved the methods that the scientists taught them.

I'm not saying that I think it would be some other primate but it is interesting.

Not helpful. Fire's useful primarily in working materials. Wouldn't help at all there.
