Ino's choice of clothing in Shipuuden is... questionable - especially for a ninja. I'm not sure about calling her a slut, though. I have no reason to believe she has had sex, though. However, if Sasuke asked for it before he left with Orochimaru, I'm sure she would've.

As for the biggest slut, I don't know. I think you'd have to watch every anime, and read every manga to determine that. I can name some perverts, but I'm not sure if they'd be considered sluts.

The one I think is a big slut is Rinny from Sailor Moon. I would say Nana(Hachi) from NANA. Don't get me wrong I like her a lot but I was shocked by how many people she sleeps with in the series. Maybe that's because I believe in sex after marriage though.. but it still seems a bit slut-ish to me.

I don't think Ino from Naruto is a slut like everyone says. It's normal for a young girl to behave that way(crazy about guys and trying to look her best) and you can't call a char a slut just because of her clothing(especially if he anime is aimed at a male audience)
