I know Deathstroke is not seen as a traditional Batman villain, but when he did oppose Batman,
that was a HECK of an opponent. I also think Lex Luthor qualifies, despite being obsessed
with Superman.

Generally, I considered his villains most dangerous when they wielded POWER- generally
running criminal gangs, but some have financial power, and some are physically dangerous.
Deathstroke is physically dangerous and a strategist, so having him oppose Batman
forces Batman to require operating at his peak to stop Deathstroke.

I don't consider Catwoman precisely a "villain" anymore, and Lady Shiva has lost a lot of her
dangerous edge over time. For that matter, Batman finished off the King Snake by outsmarting
him. Sir Edmund Dorrance was QUITE surprised that Batman was ready for him....

1. The Joker, especially the one from the 1990's cartoon series. So far I have yet to see a poor portrayal of the Joker from any of the TV series or the movies.

The Bookworm, Louie the Lilac, King Tut, Eggman
