Thats a tough one: for me, its a tie between Rangiku from Bleach and Revy from Black Lagoon.

Its so hard (and I'm not talking about....you know): Rangiku has cleavage and a sword, but Revy has short shorts and some nice guns (and I'm not talking about...you know).
