All of the Fabula Nova Crystallis games share the same mythology. They all have the same common fal'Cie/gods/goddesses. And thus Etro can be found in both XIII and Versus XIII. However, it's not the same Etro, as none of the games are connected. They're not in the same world, or even in the same universe.

And Stella is also not Etro. Both Noctis and Stella have had "near death experiences" that resulted in them having "seen the light" which results in special powers.
