My guess, is the general population. To command child bearing, seems ridiculous to me, and from the Personality of YHVH I got from reading the Bible, just does not seem like something He would do.

Populations were lacking, and you tend to speak of universals established as ordinances in Genesis 1-3, indicative of 'population' inplications. Given that I consider it, grammatically speaking, to be a blessing to two individuals, I would say you tend to stretch the text.
