That confused me as well... How many Dutch lolita's have you seen to count 99% of them off the charts? =P Then again, you could be completely right ^.^ I have probably seen to few to say.

Japan dearest. Or if you happen to live near new york, there is a store in the Rockefeller center that sells Baby the Stars Shine Bright. Be prepared to pay upward $300 though.

Internet is really the place to get them if you're looking to spend under $100 for good quality. If you are too young to have Paypal/eBay maybe you know someone old enough to have one, who would let you use their account?

Learn to sew and make your own.
Or start off by getting a petticoat (you can always buy a wedding/prom one that's long and cut it to the right length) then some knee length full skirts...I've heard H&M carries alot of loli-able stuff.
You can find decent shirts at places like Target even...
Also look for some maryjanes and knee length socks. =)

You can make practically anything into a decent lolita outfit if you're creative enough, prepared take challenges, and can sew... Ok, so it is a bit, probably more. The best you could find would be online, or go to Japan ^.^ I make my own and buy as well.
