Blouse in white/ivory or black I won't go red AND blue up there... too much going on. Puff/bell sleeves will be nice counterpoint to the poof-ness of the skirt.
alternatively tank tops in the same few colours.

Hard for this one to clash nicely because theres red and blue and ivory and black going on down there... just way too many colours for me already.

But reading someone's comment on nautical.... if you had a black/ivory or dark blue/ivory striped top... it just MIGHT work ... have to try it to see

i would wear that skirt a red tank and bluu bracelets (but if u live near a old navy they sell long navvyy necklaces that are really pretty.

I have one sorta similar.
I wear it with another red skirt underneath it, for one thing, just more layer and all that.

And for the top, I have this tank top, and other the tank top I wear this really cute black shirt-like thing that goes off one shoulder.
