That's me and my hair right now, for reference, just in case..
HOW DO YOU GET PASTEL PINK HAIR?
I tried to lighten hot pink dye with conditioner, like in the Youtube videos, but I obviously did something wrong, because the dye didn't lighten at all. I ended up throwing the whole thing of dye away, and wasted half a bottle of conditioner.
(YES, obviously, I have to bleach my hair, don't tell me that. xD)

Try asian websites.
Or alternative websites.

Or search reviews of dyes that don't work properly. Ie. the colour isn't vibrant, those're likely to come out pastel aka faded.

Even use wash-out dyes intended for light brown hair, as the dye will slightly stain giving a pastel look.

Alright, thanks, I'll give it a go.
Your method was right as far as a pink dye and conditioner goes, but your ratio was probably just off. If you're going to mix an entire bowl of color, fill the bowl with conditioner and really only put a drop or two of the pink dye in, and mix. If it's too light, add another drop or so until you get the exact shade you want.

Also, make sure your hair is lightened enough, and lightened evenly. If it's too brassy, or too yellow, your pastel pink won't come out as nicely as you'd like it to. It might end up looking sherberty with oranges and pinks and yellows.

Bee Unique has images and reviews for the major unnatural hair dye brands.

You also really need to bleach to white for pastel colours to work. It's best to get the bleaching done at a salon.
this can be a long process, but it helps to keep your hair healthy.

i would bleach your whole head as light as you dare, then deep condition it. wait a day or two, and bleach it again to a lighter blonde, it and then repeat up til i'd say 3 maybe 4 times, until you have it as light as you want it.

as for the pastel, i would suggest you could get a good staying color, and leave it on for a very short amount of time, and maybe mix it to a very small amount of conditioner, i'd say a !:4 or 1:3 ratio.

this is just what i would do, from experience. i've been dying my hair and my friends' hair unnatural colors for about three years now. c:

emotion_bigheart Thanks! I'm very afraid to bleach my hair, though. I've heard horror stories of young women going bald because their hair broke off. >< I'll get a professional colorist to consult with me. emotion_bigheart
Dye will usually lighten to a pastel color if you wash it a few times. I would try that. Diluting it with conditioner really didn't work?
mix pravana vivids (works the best) with conditioner 4laugh
