I live just north of SF, actually, but I've never gotten any tattoos in the city.
All tattoos and body mods were in SR, Ptown, or Vancouver area, BC.

i've seen piercings that low on the side of the lip.

I have too. I think they look really terrible. whee Though it does completely subvert the gum recession problem.

I'm okay with it if you really want to and plan to stretch your ears, but you can't at the moment because of parental reasons.
However, if you're just doing it for the trend and are too chicken s**t to actually stretch and do it correctly, that pisses me off.

Go back to your piercer.
They will be able to tell you.
By the way, 18ga and 14ga are drastically different in size.
Take a regular earring, use a ruler and see if it's 1mm in width.
1mm is 18ga, and 1.6mm is 14ga.
If your current jewelry is bigger than the earring you measured, than it's most likely 16ga or 14ga.
