They're just super loose beachy waves. You can take a giant curling iron (like a two inch barrel, at least) and very loosely and gently wrap just the middle or lower third of the hair around it, then shake it out with your fingers.

Or see if you can find some curl encouraging spray or products, put in wet hair, and just see what happens.
This can be done with no heating tools.
All you need is a texturizing spray
or a sea salt spray.

You can, just follow whatever the bottle's instructions are.

I use a sea salt spray and sort of scrunch for that sort of look.

Tenacious Explorer

I was also gonna say, sea-salt spray ^.^

There might be some good Youtube tutorials for "beachy waves" that can be super specific for what you're looking for.

Best of luck!

Agreed! Loreal makes a couple great sprays/mouses that I like to use

for beach waves (Advanced Hairstyle TXT IT Tousle Waves Spray by Loreal) and normal curls (Advanced Hairstyle CURVE IT Elastic Curl Mousse). You can get both at Target for around $4-$5. It is well worth it though. I have hair damn near past my a** and it holds all day. The only product that has ever done that for me.

The Waves Spray is a sea salt spray and you can do this wet or dry. You spray it on liberally, twist sections of your hair up into a little ball and tie it with a hair tie or with hair clips. Do this with as much or little hair as you would like in each twist. The longer you leave it on the tighter the curl will be. You then take all of the ties/clips out and run your fingers through your hair. You are done.
