I'm also thinking about getting some highlights by the way.

I'm leaning towards getting them in red, so I should probably stick with brown hair, right?

the short pixi rocker chic hair cut would work really well with your style, with a bit or gel! whoa! awsome.
eyebrows as well, they are ok, but you need a bit more of an arch. (prolly are growing them out from a bad wax like I am; way to weird looking!)
the red highlights would look really cute, if you get the hair cut get bangs back farther on your head and get the highlights all over.
eyeshadow! you really cant go wrong with eyeshadow, dont go up; go out like a wing motion if you use color.
a bit of black or brown eyeline would work too.
and girl! you are so lucky, it looks like you dont need foundation or powder!!!
and if you have enough courage, go to like a edgy store and try to find a girl with crazy style and ask her for advice!!!
