2) what is the name of the song at the end of T.I. bring em out, and is it pointed towards lil flip?

A blend is when you take two songs and mix them together. Example: "Yeah (Toxic Blend Remix)" has the song "Yeah!" by Usher, put to the beat of "Toxic" by Britney Spears, mixing in verses by both artists. That's to the best of my knowledge, others may be able to give a better answer. And...I can't answer that second one.
