If those warnings are keeping you from applying on that account there isn't much you can do.

You could talk to a moderator about the warnings in question. Though accusations alone wouldn't get you warned, there would be some hard evidence that led to your warn. That wouldn't let you apply, not under the current system, but it would be a good idea to do or at least try to do if you feel warnings you have are unfair.

Does anyone else have a glitch where they put in their full name, their password, and tick the consent box, but it just reloads and gives you an error message telling you to tick the box and put in your password? x.x

It happens sometimes. Try a different browser.

I used Firefox and had no issues applying.

Do they count your report history? Or just you have to constantly report users of the ilegal breaking ToS ordeal?

Since you must have 100 reports in the last six months, I believe they count that to make sure you have the necessary report count.

The report count is used to tell them a bit about your activity, your knowledge of the ToS, and how determined you really are to dedicated time to cleaning up the site. They are looking at the quality within the quantity.
